ICPR’s 2018 Reform Resolutions

Happy New Year from ICPR! As we begin a critical election year in Illinois politics, we would like to share the top policy changes that we believe would make an impact for Illinois residents across the state.

1. Fix the ILGA Sexual Harassment Reporting Process

At the end of 2017, the Illinois General Assembly was rocked by revelations of a deeply flawed reporting process for sexual harassment claims. ICPR has highlighted the procedural issues with the reporting process, and put forth a list of reforms that would make sure victims’ voices are heard.

2. Improve Candidates’ Financial Disclosure

Stricter policies should be in place to ensure the public understands the financial ties of both political candidates and elected officials. ICPR has outlined a list of additional information candidates should disclose to create more transparency around potential conflicts of interest.

3. Promote Secure and Accessible Elections

2018 promises to be a pivotal election year in Illinois for local and statewide offices. ICPR published a report detailing key areas of election administration that should be addressed in 2018. Stay tuned for more recommendations from ICPR and the League of Women Voters in the new year.

4. Establish Oversight for the Cook County Assessor

After articles by the Chicago TribuneProPublica, and others, it has become clear that more oversight is needed to create transparency in the Cook County Assessor’s Office. ICPR recommended a list of accountability measures that would bring Cook County in line with other major assessors across the country.

5. Change the Way Our Campaigns are Financed

The cost of running for local and statewide offices in Illinois is rapidly rising. ICPR advocates a Small Donor Matching System for Illinois, which would level the playing field between residents and large donors. There is also a critical need to require politically active nonprofit groups to disclose their increasing political spending in elections across the state.
6. Ensure Incentive Programs Really Promote Business

 

While Illinois’ EDGE tax credit is renewed until at least 2022, the program lacks important oversight measures to ensure its projects are meeting goals and paying off for Illinois residents. ICPR recommends that Illinois follow the lead of its neighboring states, and implement a review process that benefits both business and taxpayers.
