Sen. Biss Advises Gov. Rauner on How to Make a Budget Deal w/ Speaker Madigan

The Governor is now scheduled to meet with the four legislative leaders: Madigan, Cullerton, Radogno and Durkin this morning.  The Governor hopes he can  start hammering out a balanced budget deal at the meeting.  

As a part of that deal, the Governor would like at least one or two reforms, e.g., pension reform, workers’ comp. reform (causation standard), a property tax freeze- with concomitant options given to local governments to limit the scope of collective bargaining with public sector unions, placing re-districting reform on the ballot or placing term limits on the ballot.

How does the Governor get that deal done?  Berkowitz asked that question to State Senator Daniel Biss (D-Evanston) at an excellent noon program yesterday- at the Standard Club in the Loop. The program, discussing the 2016 election results, was sponsored by the Illinois Campaign for Political Reform– headed by ICPR Board Chair Susan Garret and ICPR Executive Director Sarah Brune.”
